According to the Ministry of Health, Labour and Welfare’s “Employment of Foreigners” report, the number of foreign workers has increased from 319,000 at the end of October 2022 to 411,000 two years later, by the end of October 2024, a 26% increase.

Compared to specified technical skills and technical internship training, “Gijinkoku” is said to be relatively simple and flexible in terms of procedures by employers due to the lack of supervision and monitoring mechanisms, but there is an increase in “fake Gijinkoku” in which foreign workers are forced to work in the field even though their qualifications are originally white collar jobs, and the worker protection system is weak, which poses a high risk to the foreign workers themselves. The weak worker protection system also poses a high risk to the foreign workers themselves.

In addition, when recruiting from overseas, if a person other than the job seeker or job offeror is involved, it must be through an employment agency licensed under the Employment Security Law, and the overseas agency (sending agency) must be a licensed business in the sending country. However, it is said that there are many cases where laws and regulations are not complied with, and there have been reports of such agencies charging high fees ranging from several hundred thousand yen to more than one million yen.

In light of this situation, JP-MIRAI, “Aiming for a Japan of Choice” through appropriate acceptance of foreign workers, and the Council for Employment of Foreigners, “Creating a New Kyosei Society from Japan,” will jointly hold an online seminar, “Considering Appropriate Recruitment and Employment in a Gaikokujin Country.
