JP-MIRAI is a platform that aims to cooperate with those involved in accepting foreign workers, to accept foreign workers responsibly by protecting their rights and improving their living and working environment, and to become the “Japan of choice” for foreign workers. Established in November 2020 as a voluntary organization by a diverse group of stakeholders including private companies, local governments, support groups, academics, and lawyers, it became a general incorporated association in June 2023.
Background of Establishment
It is reported that there are approximately 2 million foreign workers in Japan and 300,000 establishments employing foreign workers (as of January 2025).
With Japan’s declining birthrate, aging population, and decrease in the working-age population, it is inevitable to increase the acceptance of foreign workers in order to maintain economic growth and Japanese society. On the other hand, Asian countries that have sent workers to Japan in the past have seen a relative decline in the benefits of coming to Japan due to remarkable economic growth and declining birthrates.
In addition, migrant workers are placed in a vulnerable position in the process from recruitment to employment due to information asymmetry, employers’ abuse of their superior status, and lack of consideration for different cultures. In Japan, human rights abuses of foreign workers are frequently reported and are the subject of criticism from the international community. We will protect the human rights of foreign workers, who are important members of the Japanese economy and society, and aim to realize decent work, so that Japan can become a “country of choice” for foreign workers and progress toward a multicultural society.
