Announcing the “Collaborative Program for Companies Responsibly hosting Foreign Migrant Workers 2023”

On February 3, JP-MIRAI Service announced the “Collaborative Program for Companies Responsibly hosting Foreign Migrant Workers 2023”. In FY2022, JP-MIRAI Service carried out the “Consultation and Remedy Services for Foreign Migrant Workers Pilot Project” together with 11 companies, and has created a new collaborative program for full-fledged implementation after reviewing the program’s performance and various discussions with participating companies.

First, JP-MIRAI Assist, the central consultation and remedy service, will be modified into a framework that encourages more participation. For example, management of personal information and protection of persons seeking support will be strengthened, the consultation and remedy process reassessed, and new types of contracts added to gain cooperation from companies in the supply chain. In addition, a structure has been put in place for the remedy system that enables alternative dispute resolution (ADR) by the Tokyo Bar Association, which carries out impartial mediations. As new endeavors starting from 2023, training will be conducted that provides indirect support for promoting understanding of topics such as business and human rights and supply chain management, and a system will be prepared enabling the utilization of advice from experts. Efforts will also be made to grasp potential risks of human rights violations through a questionnaire administered on the app that targets foreign migrant workers, and to encourage utilization in addressing of human rights issues to support bolstering the effectiveness of human rights due diligence (DD). Moreover, the program will develop a certification system to boost trust in the supply chain, targeting small and medium-sized enterprises in the supply chain, which is currently difficult for JP-MIRAI Assist to address. It will also start considering expansion of services for overseas supply chains. These efforts will help understanding the negative impacts of corporate actions on foreign migrant workers at an early stage and preventing human rights violations by companies through corrective measures, thereby promoting the practice of human rights DD required to companies. It will also be possible to jointly utilize the mechanism for settling grievances as envisaged in the Guiding Principles, which is difficult for an individual company to do on its own.
