The JP-MIRAI Secretariat visited Bangladesh from July 12 to 15, 2025 to exchange views with the government, sending organizations, and international organizations on the current situation and issues of sending human resources to Japan.
Bangladesh Outbound Situation
According to Ministry of Justice data as of December 2024, the number of Bangladeshi workers in Japan is 1,736 for technical training, 441 for specified skills, and 6,916 for technical, humanities, and international services, and is increasing. On the other hand, some concerned parties pointed out that despite the reported shortage of labor in Japan, the number of job offers from Japan has not grown, and there are many people who have completed 6 months of Japanese language education or passed N4 on the waiting list for the specified skills.
The system of sending agencies in Bangladesh is under the jurisdiction of the Ministry of Expatriate Welfare and Overseas Employment (MEWOE),
- Private accredited sending organizations: approx. 90 (for Japan)
- Direct government sending (technical training only)
- Government Sending Agency: BOESL (Bangladesh Overseas Employment and Services Ltd .)
The sending and receiving of human resources is carried out in three patterns. In addition, there are 110 vocational training centers (TTCs) under the BMET (Bureau of Vocational Training), and some of the TTCs were working with private companies and organizations for Japan to develop human resources in construction and food service.

With MEWOE (Ministry of Overseas Residents’ Welfare and Overseas Employment) Exchange of Opinions
On July 15, Mr. Bhuiyan met with Mr. Neyamat Ullah Bhuiyan, Undersecretary of MEWOE. Mr. Ullah Bhuiyan was very positive about MEWOE’s desire to send 100,000 people to Japan each year, referring to a statement by Muhammad Yunus, Advisor to the Interim Administration, that “we want to send 100,000 people to Japan each year. He also expressed his hope for the establishment of a Japanese language center and the dispatch of Japanese teachers to Japan.
The relevant departments were also briefed on JP-MIRAI’s efforts.

North South (NS) University Visit
We visited the University of NS, which sends IT personnel to Japan. The university provides Japanese language education and employment support for ICT personnel in cooperation with Japanese Miyazaki officials and JICA. “We have many students who wish to work in Japan, not only IT personnel but also engineering personnel, so we would like to expand the number of students we send to Japan in the future,” said Mr. Miyazaki.
Regarding the JP-MIRAI initiative, he said, “The JP-MIRAI portal is an important initiative because while there are many students studying Japanese at the University of NS, they do not receive enough up-to-date information about Japan. We also appreciate the support (JP-MIRAI Assist) after arrival in Japan. I hope you will give a lecture at the university because we want to spread the word on campus.” This was the response of the participants.
Finally, the University of NS is planning to hold a career fair in November 2025, which will be attended by students from other universities, with approximately 200 companies and 3,000 students expected to participate, and the message was that they would definitely expect JP-MIRAI and Japanese officials to visit the fair.

Discussions with international organization (ILO, IOM) offices
The International Labor Organization (ILO) is implementing various projects to address the tragedy at Rana Plaza in Dhaka and the serious challenges in sending workers to the Middle East and Malaysia, and there were high hopes for future collaboration with JP-MIRAI.
In addition, the IOM (International Organization for Migration), as a result of interviews with migrant workers on recruitment fees and related costs prior to their departure, found that Japan is expensive at around 5,000 USD compared to Saudi Arabia (about 3,500 USD) and Malaysia (about 4,000 USD), before sending them to Japan in earnest and expanding The statement was made that it is important for FERI to promote ethical recruiting efforts.
JP-MIRAI will continue to promote its activities in Bangladesh, while listening to the opinions of its members and other interested parties.
