Established “Japan Platform for Migrant Workers towards Responsible and Inclusive Society”

Towards “making Japan a trusted and chosen destination for foreign workers”

The Japan International Cooperation Agency (JICA) and The Global Alliance for Sustainable Supply Chain (ASSC) will jointly serve as the secretariat for companies and industry groups, trade unions, and civil society that accept foreign workers in Japan. We hereby establish a “Responsible Foreign Worker Acceptance Platform” on November 16, 2020.
The official website of the platform is now launched. An establishment forum is expected to hold on November 16 after all application forms from organizations and groups wishing to participate are gathered. In addition, a press study session will be held on October 28 to introduce the platform and JICA’s latest efforts towards acceptance of foreign human resources.

Background

The movement control order across countries due to COVID-19 pandemic has once again highlighted the current situation in Japan, where foreign workers are indispensable [1] to social and economic development. However, there have been various issues in accepting foreign workers in Japan. Given the birthrate is declining in other developed countries and some emerging countries, it is feared that it will be even more difficult to secure workers in the future.

These various issues related to foreign workers are recognized as common issues in society. In order to find solution for these problems, it is necessary for many stakeholders including private companies and local governments to cooperate. This is also a reason for this platform to be established.

[1] As of January 2020, there were approximately 1.66 million foreign workers in Japan, with approximately 380,000 foreign workers for technical intern training and specific skills, and 240,000 establishments employed.
